The University of Washington Office of Planning & Budgeting (OPB) supports the UW community in accomplishing its goals through the planning and allocation of financial and physical resources, and by providing analysis and information services to enhance university decision-making, planning and policy formation. OPB is seeking to fill a Temporary Policy Analyst position (Analyst – Policy Development) for an expected nine-month position on its Policy, Planning & State Operations (PPSO) team; continued appointment will be based on performance, business needs, and funding.

The PPSO team is a sub-unit of OPB that provides the Provost and other University decision-makers with policy and strategic analyses needed to inform decision-making and advocacy. The PPSO team is responsible for monitoring state-level changes—documented in state law and other sources—in order to prepare the University’s administration for strategic policy discussions. This work entails tracking and evaluating bills during state legislative sessions, developing state budget requests, and producing policy and budget briefs. This team is also charged with monitoring adherence to University and state policy in regards to fees (tuition, fee-based programs, required student fees and optional student fees) that are stipulated in RCW 28B.15 and the Executive Orders of the University of Washington. PPSO assumes responsibility for managing fee rate changes and associated Board of Regents items. In addition, this group monitors higher education news and trends, researching these areas and reporting to campus regularly. As such, this team will contribute to a better understanding of the higher education policy landscape when UW planning and policy formation occurs. Further, the PPSO team is responsible for managing certain aspects of the University’s annual budget development process, in partnership with other OPB leadership.

Reporting to the Director of Policy, Planning and State Operations, the Analyst will work within the PPSO team and across OPB to be the first point of contact for inquiries regarding tuition and fee-based programs, state statutory references, and UW policies; review written and visual communications; conduct fiscal, data, and policy analyses; and conduct research on national and state higher education policies and practices in support of the executive branch of the University, including the Provost and University President. The Analyst’s work will also support college deans and administrators, leadership in non-academic units, and faculty senate committees. The Analyst is expected to work closely with members of OPB’s two other teams (Institutional Data Analysis and Financial Analysis & Budget Strategy) to review and edit a variety of research projects, reports, and presentations, as assigned. The Analyst will liaise with counterparts in the Council of Presidents, other institutions of higher education in the state, the Governor’s Office of Financial Management, and legislative staff.

The successful candidate will be required to:          
• Execute quality work within very short time frames, with changing priorities, competing deadlines, and high profile outcomes;      
• Provide highly detail-oriented reviews and analyses while interpreting and synthesizing data and information from multiple resources to provide meaningful observations and recommendations on University policy and practices;                                                       
• Work independently on a wide variety of projects simultaneously, identifying and elevating issues of particular interest and importance and communicating those issues effectively to the Director and other OPB leaders;                                                     
• Learn and adopt the office’s “voice,” style preferences, and communication norms;          
• Consistently communicate in a manner that is clear, concise, and tactful, with the ability to consider and navigate political sensitivities, while ensuring that communications are accurate and comprehensive;                                                                      
• Think strategically and holistically; and                                      
• Backfill analytical, writing, and research work throughout the office by stepping in to support the office’s most pressing needs at any given time.


Duties & Responsibilities

•Assist with legislative budget and bill analysis and assume a support role in the development and execution of fiscal notes and bill tracking during state legislative sessions.                                                                                  
•Synthesize state and University policy and budget information into visual, written, and verbal communications for a variety of audiences, including University leaders, state-level staff, administrators across UW units and campuses, and colleagues in UW Finance. This includes copyediting; working with spreadsheets; responding to information requests from UW leadership, campus advisory bodies, and outside stakeholders; and generally distilling complex information into pithy, compelling materials.           
•Independently conduct accurate and thorough quantitative and qualitative research and analyses, including data analyses, financial analyses, and policy analyses, often in close collaboration with and in support of OPB’s two other teams (Institutional Data Analysis and Financial Analysis & Budget Strategy).                                                                                                           
•Develop an in-depth understanding of state and UW policies around tuition, fee-based program rates, tuition waivers, and course fees. Work to improve and align policies and practice by reviewing materials and engaging with University stakeholders.                
•Assist with developing the UW’s annual operating budget and the UW’s operating budget submissions to the state.


Required Qualifications:

Bachelor’s Degree in public relations, higher education policy/leadership or related field.
Two years of experience specifically in:
• Excellent written and verbal business communication skills, including experience with copy editing and distilling complex information into compelling communications for a variety of audiences.                                                                                               
• Experience with policy and data analysis, especially in a higher education or state government setting.                                        
• Knowledge of state and/or national legislative processes and procedures, as well as higher education policy issues and budgeting.                             
• High proficiency with MS Excel, Word, PowerPoint, and other tools


Desired Experience:

• Master’s degree in public administration, public policy, higher education policy or leadership, communications, or related field, or five years of related experience with an emphasis on state and/or higher education policy preferred.    
• 4-5 years of relevant experience preferred.        
• Ideal candidate will have project management experience.
