Job Summary:

This is a full time, salaried position.
Salary range:  $56,000-$65,000  

This position can be located within the PPGNHI 4 state region-AK, WA, ID or HI.

Under the supervision and direction of the Director of Strategic Initiatives, conducts public policy analysis, research, and advocacy to support sexual and reproductive health and rights inour geographic region.

Gathers, analyzes, simplifies, and disseminates information to support lobbying, media, field, and grassroots advocacy efforts; coordinates with stakeholders and partners to maintain coalitions and build new partnerships; and responds as directed to rule-making by state agencies.

Works cooperatively with the Director of Strategic Initiatives, State Directors, and the regional public affairs team to promote the Planned Parenthood policy agenda and annual strategic and field campaign plans.

Essential Functions:

Researches and develops internal and external materials to support the policy agenda and strategic and field campaign plans; elevates racial justice and other aspects of reproductive justice consistently in PPVNH’s work; represents Planned Parenthood at state agency hearings, public forums and coalition meetings; monitors and responds to state regulatory proposals; develops strategies and timelines; elevates Planned Parenthood’s operational priorities in advocacy efforts, and contributes to the efforts of the regional public affairs team.

Major Responsibilities:

Researches, writes, and edits policy materials including formal written and verbal testimony to support sexual and reproductive health, rights, and justice for use in lobbying, media, field and grassroots advocacy efforts.

Analyzes potential impacts on states generally, as well as health center and education operations specifically, and researches alternative policy options on variety of topics pertaining to sexual and reproductive health and rights.

Monitors rule-making, tracks legislation, monitors legislative committee and state and/or local board and commission meetings, and analyzes data on health finance, insurance, public health, Medicaid, and other topics to track policy implementation and inform policy efforts.

Conducts outreach and coordination with existing and potential partners on local and national levels, including coordinating and providing administrative support for meetings.

Works with Planned Parenthood lobbying, organizing and communications staff to share policy information with Action Network members, PPVNH board, affiliates, stakeholders, and the public by developing written materials and reports and providing research for blog posts, press releases, and other forms of communication.

Compiles and maintains public policy handbook, statistical database and voting records of state legislators.

Maintains strong relationships with key Planned Parenthood affiliate staff in operations and finance departments.

Conducts regular check-ins on operational challenges, advocates for reform at relevant agencies, and shares progress on these priorities with affiliates regularly.

Regularly communicates policy issues and developments internally to keep the PPVNH team apprised of policy developments.

Trains volunteers and staff as needed.

Education:

BA/BS in related field required, advanced degree in public policy or public health preferred.

Experience:

At least two years’ experience with research, analysis, advocacy, and writing about health policy issues and government relations.

Experience with state and local government policy development.

Strong analytical, critical thinking, and communication skills.

Demonstrated ability to manage competing priorities and make strategic decisions under tight deadlines.

Willingness to work long and irregular hours when needed to meet job demands.

Experience in social justice or family planning organizations a plus.
